What causes a wet basement in Alabama?

The usual driver is hydrostatic pressure. Heavy seasonal rain saturates the region's clay soil, the water table rises against the foundation, and pressure forces water through cracks, porous block, and the floor-to-wall cove joint. Poor exterior drainage, downspouts at the foundation, and ground sloping toward the house make it worse.

Are basement moisture problems structural or just a nuisance?

They can be both. Water damages finishes, framing, and stored items and feeds mold, but the same saturated-soil pressure that pushes water in also bows and cracks basement walls over time. Addressing the moisture protects the structure as well as the space.

Should waterproofing be done from the inside or the outside?

It depends on the cause. Interior drainage and a sump manage water that reaches the footing, while exterior membranes and drainage keep soil moisture off the wall in the first place. Many basements need a combination, which is what the inspection determines.
